At a Glance

Under the Juvenile Justice Programme CHA provides a transportation service to children in legal institutions, to transport them to and from Magistrate Courts in Colombo , addresses their issues and fulfils identified needs, in the form of provisions, services and mediation

This project is a collaboration between CHA and the Institute of Human Rights (IHR) and the Colombo Remand Prison (CRP).

Objectives
  1. Prevent children from staying overnight in prison with other adult prisoners
  2. Prevent children from being transported with adult prisoners
  3. Intervene on behalf of the children to defend their rights
  4. Develop a standardized, holistic mechanism for the protection, rehabilitation and reintegration of children in conflict with the law inclusive of a strong monitoring mechanism
  5. Prevent physical and psychological abuse suffered by the children within the juvenile justice system

Target Group
Children in conflict with the law in Sri Lanka  

Activities

•  Transportation service to children in the Ranmutugala, Makola and Kottawa Remand Homes and the Salvation Army to transport them from Homes to five MCs in Colombo (Hulfsdorf, Fort, Bambalapitiya, Maligakanda and Gangodawila) and to Children's Homes, 7 days a week. Transportation is also provided to clinics, as and when the schedule allows.

•  Providing the children with breakfast, lunch, tea and refreshments, 7 days a week.

•  Providing the children with sanitary provisions such as toothbrushes, soap, etc are being provided as and when required (donations of clothes and footwear to be distributed among the children are being collected).

•  Getting feedback from children regarding the service on a regular basis, in addition to their comments on how they are being treated at the Police, the CRP, the MCs and the Probation Homes (feedback sessions are conducted by legal counsellors of the Institute of Human Rights ). Follow-up action is taken subsequently.

•  Directing the children to the relevant referrals for legal and psycho-social services

•  Intervening on individual cases, when required.

•  Attempts to create a child-friendly environment in legal institutes such as the Juvenile Courts and Remand Homes.

•  A ‘befriender' service for the children in legal institutions

•  Lobbying and advocating at the policy level for the protection of the rights of children in conflict with the law.

•  Coordinating stakeholder meetings among policy makers, activists, professionals in the field, donors and other interested stakeholders

•  Trainings for the staff involved in the project including the drivers and the matrons

•  Publishing an article on these children and their issues in the Daily Mirror on a monthly basis.


Outputs

•  A transportation service for the safe conveyance of children in conflict with the law

•  A holistic, standardized and well-coordinated mechanism for the protection, rehabilitation and reintegration of children in conflict with the law

•  A referral system for providing advisory services to the children in conflict with the law

•  A child-friendly environment for the children who enter the juvenile justice system, specially in the legal institutions

•  Educational facilities and rehabilitation options for the children including recreational facilities

 
Outcomes

•  Minimizing of the number of children who enter the juvenile justice system

•  Psycho-social wellbeing of the children who enter the juvenile system will be ensured

•  The time the children will need to spend in the juvenile system will be minimized

•  Upgraded quality of life for the children in the juvenile system and those who leave the system

•  Reunification of the child with his/her family and reintegration into the society

•  Mainstreaming of the child and built capacity to cope better with conflicts and issues

•  Raised awareness and built capacity of the family to support the child

•  Enhanced capacity of the care takers in legal institutes to protect the children under their care and to better address their issues

•  Greater opportunity for the child to live in a safe environment after leaving the juvenile system, e.g. through adoption/ foster parenting, etc
