CARE has distributed an additional 2500 NFIs in the Town & Greavts DS continues. When this is complete (expected 15 February), CARE will have achieved its target of 7300 family packs in all five divisions most severely affected by the tsunami.
CARE has held meetings with divisional leaders to coordinate rehabilitation phase and expects to work in Padavi Sri Pura, Trincomalee Town and Graveats, Kinniya, Muttur, and Echchilampattu (all seriously affected).

CARE has distributed 1160 of the total 2500 NFIs in the Town & Greavts DS. There has been a delay in the distribution of the final 1340 NFI packs due to disturbances in the town related to the equity of NFI distribution. CARE is coordinating with the DS to plan the final distribution.

CARE successfully completed the NFRI distribution in Town and Gravets on 26 February. The remaining 135 NFRI kits will be distributed within 2 days.
Cash for Work is being carried out in four villages in Eachchalampatthu DS division in collaboration with the CBOs established under AFIDACAH (PRIDE) project. Further Cash for Work activities are planned for the immediate future in Kuchchaveli and Kinniya.
Established two communication centers in Muduchennai and Eachchalampatthu villages in collaboration with CBOs. The center in Muduchennai opened 20 February. There are plans to establish three more centers.
Committed to at least 100 transitional shelter units in Kinniya DS division and 104 in Kuchcheveli DS division.

Cash for Work is being carried out in four DS divisions: Kinniya, Eachchalampattu, Muthur, Kuchchaveli. Work in Kuchchaveli, Kinniya, and Muthur began this week. In each DS division, CARE is collaborating with CBOs. There are approximately 125 people working each day.
CARE has committed to a total of 512 transitional shelter units (412 in Kucheveli and 100 in Kinniya). There are ongoing discussions with the GA to increase CARE’s commitment upwards towards 1000 if there is demonstrated need in areas where CARE has committed to work. CARE has been finalizing the shelter plans to begin the procurement process.
The final NFRI delivery has not been completed as expected. 102 NFI kits remain to be distributed but is awaiting support from the DS to locate the remaining beneficiaries.

In collaboration with Sewalanka, JCCP will conduct a 45 days project to provide assistance to four villages in Trincomalee District which had been hardly hit by Tsunami disaster. Project components are as follows:
- Setting up of temporary shelters to families who had been displaced into refugee camps (construction conducted by the families),
- Renovation of houses which were partly damaged,
- Renovation of individual toilets,
- Renovation of common toilets,
- Provision of kitchen tools, clothes and other essentials, as well as dry rations and water

4,000 packages of UNICEF non-food relief items were distributed by Oxfam in Kiniya division. 4,000 temporary latrines have been distributed. Hired four water bowsers locally – two for Kiniya division and two for Trincomalee town. Helping the ZDE with a massive school clean-up exercise in Trincomalee district.

EDUCATION
• ‘School-in-a-Box’ kits have been distributed to the most severely affected areas of the country. Each kit has educational supplies for more than 80 students and 2 teachers and contains such items as exercise books, pens, crayons, blackboards, chalk, scissors, tape and school bags. 500 ‘School-in-a-Box’ kits have been distributed to the severely hit areas of Batticaloa, Ampara, Trincomalee, Mullaitivu, Jaffna, Hambantota, Galle, Kalutara and Gampaha, providing school supplies to 40,000 children. 3,000 more ‘School-in-a-Box’ kits will be arriving at the end of the week and will be distributed on a priority basis, providing supplies for a total of 240,000 children and 6,000 teachers.
• Over 100 schools damaged by the tsunami are being cleaned and refurbished so that they can open before the end of January. Rubble is being cleared, minor repairs and white-washing is being carried out, and latrines and water points are being established.
• UNICEF and GTZ are working together to provide urgently needed psychosocial support to children through teachers trained as counsellors
• Desks and chairs for students of different age groups, and teachers, are being ordered and made in Colombo and elsewhere throughout the country. This will boost local employment and ensure that schools have furniture as soon as possible.
• Uniform fabric has been ordered, cutting arranged in Colombo, and stitching is being carried out locally so as to reach children quickly, meet local needs, and contribute to local employment efforts.
• The construction of temporary schools using locally sourced materials and voluntary labour is also underway.

HEALTH & NUTRITION
• Within 72 hours emergency health kits containing essential drugs and equipment capable of servicing up to 150,000 people for three months were provided to all affected areas.
• UNICEF immediately produced and distributed 200,000 leaflets in both Tamil and Sinhalese with health messages to mitigate the spread of communicable disease, accident prevention and safe hygiene practices
• An initial batch of water purification tablets, oral re-hydration salts and intravenous fluids were distributed to affected families to help prevent disease outbreaks in camps.
• 200,000 leaflets have been developed for the protection and promotion of breastfeeding.
• A nutrition survey has been developed and will be conducted in affected areas from the beginning of next week to understand the nutritional status of women and children and track subsequent changes and the effect of interventions.
• In order to improve referral of emergency cases and to provide outreach services, 19 double cabs and 7 ambulances have been ordered for the Ministry of Health.
• Restoration of the Cold Chain through provision of vaccine carriers, cold boxes, refrigerators and deep freezers as well as 5 vaccine transport vans and 3 drug/vaccine transport lorries.

WATER & SANITATION
UNICEF staff were immediately seconded to the water and sanitation desk at the government’s Centre for National Operations (CNO) to provide technical assistance for the government’s response to the crisis. UNICEF is also the lead agency for coordinating the UN’s water and sanitation response to the tsunami disaster. Key activities include supporting the construction of latrines in camps, schools and communities; providing hand washing facilities and hygiene education, and constructing bathing facilities in camps.

CHILD PROTECTION & PSYCHOSOCIAL CARE
The Government of Sri Lanka, UNICEF, Save the Children in Sri Lanka (SCiSL) and the ILO are working together closely to ensure that these children remain in safe environments, protected from violence, exploitation and abuse.
As one of the lead agencies for child protection and psychosocial care, UNICEF is supporting a national coalition to trace & care for unaccompanied and separated children; training psychosocial workers in 10 of the 12 affected districts and is procuring and distributing recreation kits for temporary camps so that children can regain a glimmer of normalcy.

Distributed 59 school kits. Trincomalee: 16 temporary latrines have been delivered to Kucheveli; 48 temporary latrines have been constructed – 36 for four camps in Eachilampathu, four latrines for one camp in Muthur and eight for a third destination to be decided.

The densest mine field reportedly connected with the Tsunami has been uncovered in Trincomalee District. As of 17th January the Danish De-mining Group has removed more than 80 mines in the Kuchaveli area (near the DS office). UNICEF’s MRE partners are actively working in the area with the communities

48 temporary toilets have been pre-fabricated and will be installed in camps in Eachilampattu. All schools except 5 have re-opened in Trincomalee district a number of schools have only re-opened partially as displaced people are occupying one section of the building. All schools are due to at least partially open by January 25. 2,895 school kits have been distributed to 14 schools in Eachilampatu division. 47 teaching kits have been distributed to 15 schools in Trincomalee and Eachilampattu divisions 27/01/2005
Procured 10 water tanks from the local market to meet the emergency needs in the camps. The tanks were delivered to the district on Thursday.
Twenty-five water tank stands are being fitted at the Technical College for holding the water tanks supplied by UNICEF. These tanks will then be set up in the transit bcamps. In addition, 100 squatting plates have been fitted with boxes, bars and the necessary tarpaulin and will be distributed to the divisions. Forty prefabricated temporary toilets have been distributed to Eachilampatu bringing the total to 64 for the division. 70 sets of prefabricated toilets were delivered to MoH Muthur. Another 150 sets are being delivered to MoH Town and Gravets, Kuchaveli and Kinniya for the same purpose.
A proposal for the white washing and minor repair of 63 schools was approved.
One-day consultative meeting was held with the national mental health unit, WHO, DPDHS, Trincomalee General Hospital management and members of the Psychosocial and Community Empowerment Forum. The psychosocial forum established by UNICEF was officially approved as the forum to coordinate the implementation of psychosocial activities.

Materials for 50 pre-fabricated temporary latrines have been provided to the ministry of health in Kuchaveli, Trincomalee district, for 16 temporary camps.
Provided 14 water tanks (1000L), a kerosene water pump and water bowser for Alles Garen welfare centre and the adjoining school and village, benefiting 328 families; 9 water tanks (1000L) for Kuchaveli health department for 16 relocation camps; and 5 water tanks (1,000 L) for Muthur health department.
Education
White washing and minor repairs have started in 63 schools.
With support from UNICEF (tarpaulins for temporary structures) Kinniya Central College (a major college with 1,900 students) was able to open in Trincomalee.
Protection and Psycho-Social support
UNICEF has been instrumental in guiding local child protection authorities through the process of assessing the suitability of foster families and establishing standards for follow-up on these cases.

White washing and minor repairs are ongoing in 63 schools.
Protection and Psycho-Social support
In Trincomalee, the development of public awareness raising materials on child abuse is ongoing. Boxes have been placed in camps where people can lodge complaints anonymously.
Water and Sanitation
A total of 44 water tanks with stands and fittings have been distributed.
Completed the installation of 16 temporary toilets in Kinniya and 14 in Muthur, bringing the total number up to 140 latrines installed. In addition, UNICEF has provided 100 prefabricated units to the Ministry of Health and given 50 plastic squatting plates to Oxfam for latrine construction.
A total of 287 wells have been cleaned and dewatered in Kuchaveli DS Division. All wells are now in use. UNICEF is supporting WUSC volunteers with food and technical assistance to carry out this work.

Activities in the Trincomalee was supported by the students from Social Sciences Department of University of Kelaniya. Individual citizens and VSO also supported in collecting required materials.

International Organisation for Migration (IOM)
On 28 December 2004, a lorry containing rice, milk powder, tea, biscuits, bottled water, soap, toothpaste and toothbrushes for 1,000 families despatched. In coordination with the Red Cross and UNDP, distribution of these supplies began in Trincomalee on 29 December, 2004 in the locations (“pockets”) of Linganagam, Periyakulam, and Kinniya. An IOM team also visited Vaharai areas and distributed relief items to the IDP’s in the camps in the area.
On 28 December 2004, two further lorries carrying bottled water (2520 Lt per lorry) were sent to Trincomalee.
29 December. 1300 mats and sheets were distributed in camps in the south of Vaharai (Batticaloa) and the truck was re-directed to Trincomalee as the northern camps could not be reached due to a broken bridge. A further five IOM Staff from Colombo arrived in Trincomalee and Baticaloa to assist the field office staff in need assessments and aid distribution.
1 January 2005. Relief packages to 350 families were distributed; water pumps were organised to clear wells in 6 camps; a medical team was organised by IOM to service these camps (through SLRCS). 5000 Lt of Water bottles were dispatched to Trincomalee from Colombo. IOM staff in Trincomalee and Batticaloa report that 4122 families are in need of shelter in the Vaharai Division.
2 January. Water bottles were received and stored in Trincomalee and will be distributed in coordination with the district coordinatiom committee.

Raising of 25 big tents received from Colombo commenced. The tents will be used as temporary living quarters for IDPs from Soodaikudah DS division.
Construction of a health clinic centre and a water drainage system is in progress in IOM shelter site, Mutur DS division.
The GA in Trincomalee informed agencies to stop all shelter construction activities until further notice.

Shelter/Construction and other camp activities:
Various activities took place in Naduthivu IDP camp, Muthur where IOM has constructed temporary shelters for 180 families. These include:
• 12 additional garbage collection barrels with stands and wooden covers were installed and IOM is in the process of organising garbage collections every second day.
• The individual kitchens (180) were improved with tin sheets to reduce fire hazards.
• Construction of a community centre was completed.
• A Camp Management Team (CMT) was established which include representatives from IOM, government services, police and the camps committee.
• Camp residents elected leaders and members for subcommittees which are to take care of various camp components including health, security, sanitation etc. IOM held seminars to discuss camp management issues and the different committees’ tasks and responsibilities.
Transport Assistance:
* Two lorries transported relief items to Trincomalee for UNHCR.
* IOM transported seven Spanish relief workers (one van) and water purification equipment (one lorry) to Kiniya, Trincomalee district for ONGD Bomberos Unidos Sin Fronteras.
Temporary shelters have been completed for 180 families. Various communal areas, toilets and showers have been constructed on the sites.

404 full packages were distributed in Town and Gravets, and 175 in Kuchchaveli. In addition, 900 kitchen sets were distributed in Kuchchaveli division. Around 1,000 tents have already been handed out by the government and some agencies. Covered 472 families in Town & Gravets with full NFRI packages. Another team distributed 200 saucepan sets and 200 full packages in two different locations in Kuchchaveli division.

On 18 January 2005, UNHCR distributed NFRIs to 400 families in Kuchchaveli Division. Items from NGOs - LATET (slippers), MDM (hygiene package) and UNHCR/Sarvodaya (underclothing) - were included in the distribution to the camps in Periyakulam and Kumpurupitty.
On 19 January 2005, FO Trincomalee distributed NFRIs to 303 families in Town and Gravets.

The third cycle of food distribution has begun in Trincomalee district where WFP is providing food to 110,000 people. The newly added wheat-flour, as part of the regular WFP ration is being most appreciated by the beneficiaries.
During a routine monitoring activity in Trincomalee district, WFP staff received requests from Kuchchaweli division for more food distribution points, as some beneficiaries are too far away from current points. The matter is being discussed with the GA (Government Agent).

Malteser
In collaboration with TDDA (Trincomalee District Development Association) and a local village committee, Malteser will carry out a 2-years overall rehabilitation programme (reconstruction of destroyed houses and infrastructure as well as livelihood support) in Linganaga village, Trincomalee. The estimated costs amount up to 500.000 Euro.

Malteser will rehabilitate a TRO-run orphanage in Trincomalee. Features included in the project are e.g. painting of the buildings, construction of latrines and showers, repair works of windows, doors, roof etc, rehabilitation of the electricity lines, provision of equipment such as beds, bed-sheets, a playground etc. The estimated project volume is 30.000 USD.
