On the 10th 118 families were given NFRI packs at Thumpalai Sivapragasam MV (24 families) and Thikkam Sithivinayagar School (94 families) in the Point Pedro DS. CARE also covered the transportation costs (20 buses and 30 tractors for 10 days) of the coastal volunteers clearing the affected costal areas of Point Pedro. The work is handled by the Fisheries Cooperative Society.

Plans to distribute NFRI packs comprising of 21 cooking items - 1 2kg aluminium cooking pot, 1 small pot with a pittu lid, medium size curry pan, medium size thachchi, medium size rotti pan, 1 rice spoon, 1 medium size curry spoon, 5 ever silver plates, 5 ever silver cups, 2 ever silver curry dishes, 1 plastic water jug, 1 20ltr plastic bucket, 1 large tea strainer for coconut milk, 1 medium tea strainer, 1 2" steel knife, 1 7/10 mammoty, candles, 1 small 5ltr bucket, 1 winnowing pan, 1 broom without the stick, 1 large flour sieve.

1500 families are targeted in 17 welfare camps that are located in the Point Pedro DS. plan to begin distribution on the 20th of Jan.

CARE continues to cover the costs of those volunteers clearing the affected coastal areas in Point Pedro. The costs for 20 buses and 30 tractors from the 10th to the 19th of Jan.Also covering the costs for 2 water bousers supplying drinking water to resettlers for 14 days beginning from the 9th of Jan.

Provided the vehicle for a mobile health unit coordinated by Jaffna Hospital. The health unit serves welfare camps and resettlement areas in Jaffna, Mullaitivu, and Kilinochchi.
CARE has been supporting water delivery to Point Pedro resettlement areas suffering from a contaminated water supply. CARE has been providing two water bowsers beginning on 9 January and continuing at least until 25 February.
CARE has been issuing returnee family packs to 1500 families in Point Pedro and will finish by 10 February.
Ongoing discussions regarding future rehabilitation work. CARE will likely be working in 15 villages, including 5 LIFT villages and 10 non-LIFT affected

CARE has been supplying water to Point Pedro resettlement areas since 9 January (average 70,000 liters per day 9-24 January, average 28,000 liters per day 25 January – 28 February). 28th February was the last day of water delivery pending further discussions with the GA today. If there are additional water needs, CARE will continue supplying water this month.
Began Cash for Work in 5 villages. An average of 15 people has been working each day in each village; this number is expected to double in the coming week.
CARE has committed to repair 50 motors for fishing boats as part of our livelihood response. This work began this week and will continue in the coming week.
Rented a new office in Point Pedro this will be the headquarters for Jaffna’s tsunami response.
Hired 15 staff in Jaffna, including ten project officers and field assistants. Most of them began work today.

CARE has been supplying water to Point Pedro resettlement areas since 9 January (average 70,000 liters per day 9-24 January, average 28,000 liters per day 25 January – 28 February). Last week, the GA asked CARE to continue supplying water throughout the month of March.
CARE has been coordinating Cash for Work in Athikovilady, Kanthi CC, Polikandy West, Polikandy East, Inparuddy, Satkoddai & Munai villages.
CARE ran an orientation for the 15 new staff members in the Jaffna office

EDUCATION
• ‘School-in-a-Box’ kits have been distributed to the most severely affected areas of the country. Each kit has educational supplies for more than 80 students and 2 teachers and contains such items as exercise books, pens, crayons, blackboards, chalk, scissors, tape and school bags. 500 ‘School-in-a-Box’ kits have been distributed to the severely hit areas of Batticaloa, Ampara, Trincomalee, Mullaitivu, Jaffna, Hambantota, Galle, Kalutara and Gampaha, providing school supplies to 40,000 children. 3,000 more ‘School-in-a-Box’ kits will be arriving at the end of the week and will be distributed on a priority basis, providing supplies for a total of 240,000 children and 6,000 teachers.
• Over 100 schools damaged by the tsunami are being cleaned and refurbished so that they can open before the end of January. Rubble is being cleared, minor repairs and white-washing is being carried out, and latrines and water points are being established.
• UNICEF and GTZ are working together to provide urgently needed psychosocial support to children through teachers trained as counsellors
• Desks and chairs for students of different age groups, and teachers, are being ordered and made in Colombo and elsewhere throughout the country. This will boost local employment and ensure that schools have furniture as soon as possible.
• Uniform fabric has been ordered, cutting arranged in Colombo, and stitching is being carried out locally so as to reach children quickly, meet local needs, and contribute to local employment efforts.
• The construction of temporary schools using locally sourced materials and voluntary labour is also underway.

HEALTH & NUTRITION
• Within 72 hours emergency health kits containing essential drugs and equipment capable of servicing up to 150,000 people for three months were provided to all affected areas.
• UNICEF immediately produced and distributed 200,000 leaflets in both Tamil and Sinhalese with health messages to mitigate the spread of communicable disease, accident prevention and safe hygiene practices
• An initial batch of water purification tablets, oral re-hydration salts and intravenous fluids were distributed to affected families to help prevent disease outbreaks in camps.
• 200,000 leaflets have been developed for the protection and promotion of breastfeeding.
• A nutrition survey has been developed and will be conducted in affected areas from the beginning of next week to understand the nutritional status of women and children and track subsequent changes and the effect of interventions.
• In order to improve referral of emergency cases and to provide outreach services, 19 double cabs and 7 ambulances have been ordered for the Ministry of Health.
• Restoration of the Cold Chain through provision of vaccine carriers, cold boxes, refrigerators and deep freezers as well as 5 vaccine transport vans and 3 drug/vaccine transport lorries.

WATER & SANITATION
UNICEF staff were immediately seconded to the water and sanitation desk at the government’s Centre for National Operations (CNO) to provide technical assistance for the government’s response to the crisis. UNICEF is also the lead agency for coordinating the UN’s water and sanitation response to the tsunami disaster. Key activities include supporting the construction of latrines in camps, schools and communities; providing hand washing facilities and hygiene education, and constructing bathing facilities in camps.

CHILD PROTECTION & PSYCHOSOCIAL CARE
The Government of Sri Lanka, UNICEF, Save the Children in Sri Lanka (SCiSL) and the ILO are working together closely to ensure that these children remain in safe environments, protected from violence, exploitation and abuse.
As one of the lead agencies for child protection and psychosocial care, UNICEF is supporting a national coalition to trace & care for unaccompanied and separated children; training psychosocial workers in 10 of the 12 affected districts and is procuring and distributing recreation kits for temporary camps so that children can regain a glimmer of normalcy.

Distribution of 38 school kits. Working with the local government and partners in Jaffna to meet the water and sanitation needs at 18 transit locations identified by Point Pedro Divisional Secretariat for 1,933 families. UNICEF and others have committed to undertake the construction of 72 wells (UNICEF will construct 47 of these); construction of 100 latrines (UNICEF will construct 100 of these); hygiene and sanitation promotion (undertaken jointly by UNICEF/ the government and ACF) UNICEF is supporting the clearing of 2,000 household latrines along coastal areas in Jaffna.

336 plastic water buckets and 238 plastic cups were distributed in Point Pedro and Maruthankerny. The clearing of water and sanitation facilities was completed in 38 schools.
Psychosocial counselors of UNICEF partners are actively involved in family and group counseling.

ACF, the Danish Red Cross, WHO and UNICEF are working together on a coordinated and participatory hygiene promotion strategy in IDP camps in advance of the distribution of hygiene kits. The health promotion campaign will be carried out by health volunteers in the camps.
Relief and Response Coordination Committee has allocated 4 transit centres for UNICEF to provide water and sanitation services. A total of 32 toilets and 9 wells will be constructed by UNICEF in these transit sites.

The water bowser handed over the Water Board was received on 16 February.
In Vadamarachchi, the ZDE will form a committee to implement the construction of temporary classrooms, consisting of UNICEF, GTZ and the ZDE.
Supported the cleaning of 36 schools. Cleaning is ongoing in two additional schools, and the remaining schools will be cleaned when the IDPs move out. Cleaning includes: cleaning and repairs; whitewashing and painting; repairing furniture; cleaning wells and latrines; and repairing the water supply system.

International Organisation for Migration (IOM)
Through our Jaffna office, IOM is distributing milk powder and water to displaced persons temporarily housed in three schools in the Point Pedro and Karaveddy areas. On 31/12 the team distributed immediate relief items such as baby soap, baby powder, biscuits and medicine. These items were distributed among 250 families in 3 of the 14 IDP camps in the Point Pedro & Karaveddy areas. The IOM team is currently in the IDP camps on a needs assessment.
IOM’s Jaffna district representative indicates that various private organizations are distributing supplies on an ad hoc basis in the Point Pedro and Valveddithurai areas. The representative is evaluating the needs of area IOM beneficiaries and others effected. In terms of shelter, it is expected that, although some residents have lost their houses entirely, others will be able to renovate their homes given some assistance.

Field staff continues assessing affected areas where minor and secondary damage to property and livelihoods has occurred:
* On Kayts Island, 819 families (3276 persons) are displaced along the coastal area. IDPs staying in the local church were provided with food by the DS office for 3 days and then they returned home. In Karaingar Island, 1,234 families were displaced but have now returned home.
* Damage to property (fishing vessels/nets) is being collected by the Kayts Fishermen Society and forwarded to the co-ordination committee and GA.

Moorkam Village – Boat repair with Ootru (partner org.). Re-organisation of the affected fishing community will be done through the partner organisation and they would be mobilised. Further, net building in Moorkam will take place. It is expected to produce 42 Kattamaram & nets.
Community capacity building on fibre glass moulding, engine repairs, net building in Ulle is being discussed. Replacement of ‘oru’s and nets are planned for Panama.
