In February over 200 tents were distributed in the Hikkaduwa area. Requests have now come from: the Balapitiya, Peraliya and Galle regions to receive tents also. A needs assessment is being carried out this week to establish where the remaining tents will be distributed.

Also this week, household items have been transported down to the Galle District to be distributed to the families who have received the tents. Items will include: A kettle, frying pan, bowl, storm lantern, ladle, knife, spoon, plate, cup, mosquito net, and towel, mattress, sleeping mat, sheet, pillow, coconut scraper, pot set and jerry can.

Initial discussions with DG UDA on town planning process in Galle, which is at the stage of macro level town planning & UDA is not aware of the process (TAFREN is in charge of this). UDA was interested in a joint exhibition on urban planning.
Discussion with secretary of Ministry of local Govt. on the local authorities responsibilities in town planning process & town planning committee at municipality level. Authority of the municipality has been taken over by TAFREN which has delegated to UDA.
Have begun a lit survey on best practices in urban planning.

UNICEF  
EDUCATION
• ‘School-in-a-Box’ kits have been distributed to the most severely affected areas of the country. Each kit has educational supplies for more than 80 students and 2 teachers and contains such items as exercise books, pens, crayons, blackboards, chalk, scissors, tape and school bags. 500 ‘School-in-a-Box’ kits have been distributed to the severely hit areas of Batticaloa, Ampara, Trincomalee, Mullaitivu, Jaffna, Hambantota, Galle, Kalutara and Gampaha, providing school supplies to 40,000 children. 3,000 more ‘School-in-a-Box’ kits will be arriving at the end of the week and will be distributed on a priority basis, providing supplies for a total of 240,000 children and 6,000 teachers.
• Over 100 schools damaged by the tsunami are being cleaned and refurbished so that they can open before the end of January. Rubble is being cleared, minor repairs and white-washing is being carried out, and latrines and water points are being established.
• UNICEF and GTZ are working together to provide urgently needed psychosocial support to children through teachers trained as counsellors
• Desks and chairs for students of different age groups, and teachers, are being ordered and made in Colombo and elsewhere throughout the country. This will boost local employment and ensure that schools have furniture as soon as possible.
• Uniform fabric has been ordered, cutting arranged in Colombo, and stitching is being carried out locally so as to reach children quickly, meet local needs, and contribute to local employment efforts.
• The construction of temporary schools using locally sourced materials and voluntary labour is also underway.

HEALTH & NUTRITION
• Within 72 hours emergency health kits containing essential drugs and equipment capable of servicing up to 150,000 people for three months were provided to all affected areas.
• UNICEF immediately produced and distributed 200,000 leaflets in both Tamil and Sinhalese with health messages to mitigate the spread of communicable disease, accident prevention and safe hygiene practices
• An initial batch of water purification tablets, oral re-hydration salts and intravenous fluids were distributed to affected families to help prevent disease outbreaks in camps.
• 200,000 leaflets have been developed for the protection and promotion of breastfeeding.
• A nutrition survey has been developed and will be conducted in affected areas from the beginning of next week to understand the nutritional status of women and children and track subsequent changes and the effect of interventions.
• In order to improve referral of emergency cases and to provide outreach services, 19 double cabs and 7 ambulances have been ordered for the Ministry of Health.
• Restoration of the Cold Chain through provision of vaccine carriers, cold boxes, refrigerators and deep freezers as well as 5 vaccine transport vans and 3 drug/vaccine transport lorries.

WATER & SANITATION
UNICEF staff were immediately seconded to the water and sanitation desk at the government’s Centre for National Operations (CNO) to provide technical assistance for the government’s response to the crisis. UNICEF is also the lead agency for coordinating the UN’s water and sanitation response to the tsunami disaster. Key activities include supporting the construction of latrines in camps, schools and communities; providing hand washing facilities and hygiene education, and constructing bathing facilities in camps.

CHILD PROTECTION & PSYCHOSOCIAL CARE
The Government of Sri Lanka, UNICEF, Save the Children in Sri Lanka (SCiSL) and the ILO are working together closely to ensure that these children remain in safe environments, protected from violence, exploitation and abuse.
As one of the lead agencies for child protection and psychosocial care, UNICEF is supporting a national coalition to trace & care for unaccompanied and separated children; training psychosocial workers in 10 of the 12 affected districts and is procuring and distributing recreation kits for temporary camps so that children can regain a glimmer of normalcy.

The installation of 40 water tanks and repairs to pipe lines, using three teams, will be started by the 21st and completed by 24th January. The hiring of vehicles, labour and supplies will be reimbursed by UNICEF.
In Galle, the Psychiatric Department and the Pediatric department of the Medical Faculty of Karapitiya has undertaken to train 150 pre-intern Doctors on psychosocial support for the affected families. This activity will be implemented through the health infrastructure in the community. The first batch was trained on 7th January and will commence activities in the field on the 10th January. UNICEF will take the lead role in such psychosocial support programmes by providing technical assistance and coordination support. Five thousand household kits will be procured locally by UNICEF for distribution among families that are taking care of unaccompanied and separated children. 100 locally-procured kits have already been distributed to families in the Galle area that are registered as having lost one or both parents. 100 more will be distributed tomorrow.

The Health Department has constructed 130 permanent toilets and 80 temporary toilets.
UNICEF provided 200 squatting slabs for this construction.
Repair of furniture has started in three schools. the cleaning of school buildings will be completed by tomorrow. 26 water tanks have been installed and 6 pipelines repaired in damaged schools The Water Board has taken over responsibility for providing water supply to all schools and the US Army and Austrian Water Supply have been assisting with transportation of water

Local health authorities have launched a breastfeeding promotion and hygiene promotion campaign in camps with the support of UNICEF. Public notices were printed with UNICEF funding.

Training of a third batch of psychosocial workers took place on the 28th of January. The first batches of psychosocial workers are now working in camps and schools in the district. This last batch will start working as early as this week.

Malteser
In Galle district (Koskoda and Habaraduwa) Malteser helped to reconstruct water and sanitation supply by providing 5 water bowsers and 2 gully suckers to the local authorities. Moreover, 24 water tanks (1000l) have been installed in the area. The estimated project budget is about 160.000 Euro.
In cooperation with a local NGO - Help for the Children - Malteser has started a rehabilitation programme in 4 villages in Galle district (Wadugegoda, Kathaluwa West, Welhengoda and Mehyagoda). The programme inludes reconstruction of destroyed houses, cash for work and income generating activities as well as social counselling. The project is scheduled for 3 years with an estimated budget of 500.000 Euros.

In Kithulampitya, Galle district, Malteser supports a local orphanage with about 3.000 Euro. Activities undertaken in order to improve the living conditions of the children accommodated there are the repair of the water supply system, the installation of a functioning waste management and other repairs/provisions.

A total of 42 homes were built, approximately at the cost of Rs.16.55 million. This was funded by “Holcim- Holcim Tidal Wave Reconstruction Fund”
Further 44 houses were built in the area of Venamulla for the amount of Rs.20 million. The donors were “SUA/ Newz – Sri Lanka United Association and New Zeland”
