an integrated rehabilitation program in Vaharai, where CARE

Efren Mariano visited Batticaloa to create a site plan for the Vaharai shelters. Five lorries of construction materials have been distributed to Batticaloa and arrived this morning to begin transitional shelter construction this week.

Shelter/Construction
and other camp activities:
• 177 family tents were distributed in Vaharai
(98) and Kaluwanchikudy (79) DS divisions.
• Temporary shelters for 72 families are currently under
construction in Onthachimadam, Kaluwanchikudy DS division
• 12 transitional shelters have been completed on a
site in Vatavan, Vaharai DS division. IOM completed the foundation
of a 400m long road leading to the site and RDA covered it
with gravel. Additionally, IOM cooperated with OXFAM on water
and sanitation on the site and four toilet units were erected
(each unit includes three male, three female and a children’s
toilet).
o Construction of 116 additional transitional shelters commenced
on the site
• At Vattavan IDP Camp which houses 142 families IOM
arranged the establishment of a Community Based Organisation
(CBO) to represent the IDP community in discussions and decisions
on various issues concerning the camp and the residents. Additionally,
IOM raised a notice board displaying information on IOM activities
in the camp (shelter, psychosocial, livelihood etc.) and various
information posters (HIV/AIDS, Counter-Trafficking etc.)
Transport Assistance:
• In Batticaloa district, livelihood assessments were
completed in Kattankudy DS division.
• Two lorries carrying bottled water were dispatched
to Batticalo district for Calvary Church, Colombo.
Psychosocial:
With the help of a local scouts group, IOM arranged an evening
with campfire and play activities in Onthachimadam IDP camp
in Batticaloa district (IOM has provided tents and is constructing
temporary shelters for residents in this camp). According
to participating IOM officers, the evening went very well
with the residents, and especially the children enjoying themselves
Transport Assistance:
Four lorries transported relief items to Batticaloa for UNHCR.
Two lorries carrying bottled water were dispatched to Batticaloa
district for Calvary Church, Colombo.
Temporary shelters have been completed for 65 families. Various
communal areas, toilets and showers have been constructed

| EDUCATION
• ‘School-in-a-Box’ kits have been distributed
to the most severely affected areas of the country. Each kit
has educational supplies for more than 80 students and 2 teachers
and contains such items as exercise books, pens, crayons,
blackboards, chalk, scissors, tape and school bags. 500 ‘School-in-a-Box’
kits have been distributed to the severely hit areas of Batticaloa,
Ampara, Trincomalee, Mullaitivu, Jaffna, Hambantota, Galle,
Kalutara and Gampaha, providing school supplies to 40,000
children. 3,000 more ‘School-in-a-Box’ kits will
be arriving at the end of the week and will be distributed
on a priority basis, providing supplies for a total of 240,000
children and 6,000 teachers.
• Over 100 schools damaged by the tsunami are being
cleaned and refurbished so that they can open before the end
of January. Rubble is being cleared, minor repairs and white-washing
is being carried out, and latrines and water points are being
established.
• UNICEF and GTZ are working together to provide urgently
needed psychosocial support to children through teachers trained
as counsellors
• Desks and chairs for students of different age groups,
and teachers, are being ordered and made in Colombo and elsewhere
throughout the country. This will boost local employment and
ensure that schools have furniture as soon as possible.
• Uniform fabric has been ordered, cutting arranged
in Colombo, and stitching is being carried out locally so
as to reach children quickly, meet local needs, and contribute
to local employment efforts.
• The construction of temporary schools using locally
sourced materials and voluntary labour is also underway.
HEALTH & NUTRITION
• Within 72 hours emergency health kits containing essential
drugs and equipment capable of servicing up to 150,000 people
for three months were provided to all affected areas.
• UNICEF immediately produced and distributed 200,000
leaflets in both Tamil and Sinhalese with health messages
to mitigate the spread of communicable disease, accident prevention
and safe hygiene practices
• An initial batch of water purification tablets, oral
re-hydration salts and intravenous fluids were distributed
to affected families to help prevent disease outbreaks in
camps.
• 200,000 leaflets have been developed for the protection
and promotion of breastfeeding.
• A nutrition survey has been developed and will be
conducted in affected areas from the beginning of next week
to understand the nutritional status of women and children
and track subsequent changes and the effect of interventions.
• In order to improve referral of emergency cases and
to provide outreach services, 19 double cabs and 7 ambulances
have been ordered for the Ministry of Health.
• Restoration of the Cold Chain through provision of
vaccine carriers, cold boxes, refrigerators and deep freezers
as well as 5 vaccine transport vans and 3 drug/vaccine transport
lorries.
WATER & SANITATION
UNICEF staff were immediately seconded to the water and sanitation
desk at the government’s Centre for National Operations
(CNO) to provide technical assistance for the government’s
response to the crisis. UNICEF is also the lead agency for
coordinating the UN’s water and sanitation response
to the tsunami disaster. Key activities include supporting
the construction of latrines in camps, schools and communities;
providing hand washing facilities and hygiene education, and
constructing bathing facilities in camps.
CHILD PROTECTION & PSYCHOSOCIAL
CARE
The Government of Sri Lanka, UNICEF, Save the Children in
Sri Lanka (SCiSL) and the ILO are working together closely
to ensure that these children remain in safe environments,
protected from violence, exploitation and abuse.
As one of the lead agencies for child protection and psychosocial
care, UNICEF is supporting a national coalition to trace &
care for unaccompanied and separated children; training psychosocial
workers in 10 of the 12 affected districts and is procuring
and distributing recreation kits for temporary camps so that
children can regain a glimmer of normalcy. |

| Ten barrel
latrines and 10 pit latrines have been constructed in Kattankudy.
The construction of a further 34 latrines is on-going in both
Kattankudy and Arayampathy. 25 latrines were completed as
of 31 January. In some of the schools used as camps, sanitation
pits have leaked into the school wells.
The office is promoting the protection of separated children
via the production of public information messages on posters
to be put up in DS offices, hospitals, schools and shops.

education zones have been approved.
Thirty-four latrines completed – including 7 just completed
in Aarayampathy and 4 in Kattankduy.

| In Batticaloa
district, UNICEF is working with ACF and Oxfam Australia to
develop a checklist to address protection concerns when setting
up water and sanitation facilities in camps and communities.
The protection task force in Batticaloa will give a presentation
to the water and sanitation task force on the importance of
community participation as a tool for protection when setting
up water and sanitation facilities in camps.
Construction of temporary school buildings in Paddiruppu zone
is ongoing and should be completed early next week. UNICEF
is awaiting the list of semi-permanent schools to be constructed
in Kalkudah education zone.
A total of 119 toilets have been constructed. Toilet construction
is hampered in some places as people are spontaneously settling
on private land in tents and the landlords do not want the
construction of toilets. |

Shelter
Altogether 74 thatched shelters were put up. All of the families
are living under sheltered roofs. In 11 shelters 11 persons
from the extended families are living with those who own the
shelters. This represents altogether 85 families Temporary

Our staff has developed cards for each family so that all the
benefits they have received have been logged including the shelter.
Household Equipment Kits
Having assessed what other NGO's had given and discussed the
preferences with the community, 75 household equipment kits
comprising of the following were given:

* Rake * 1 rotti pan
* Large knife * 1 bowl for washing rice
* Coconut scraper * 1 lantern
* Kettle * 1 sieve
* Large spoon (coconut shell) Toilets
The plan of building temporary toilets and land locations is

The Grama Sevaka, The
Public Health Inspector, the villagers and YGRO staff located
3 public areas for constructing temporary toilets, having
considered sanitary, water resource, male female privacy,
accessibility considerations.
In the 3 locations 18 public toilets have been built. 6 in
each location 3 in one row and the other 3 in an opposite
row but facing the opposite direction as well. This gave privacy
as well as it was cost effective.
The platform, floor was cement base. The roof, side covers
were made of tin sheets.

| International Organisation for Migration (IOM) |
A truck carrying bed sheets and mats
for 4,500 individuals was dispatched to Batticaloa . All items
arrived on 29 December.
By the 29th December 13 water pumps had been distributed in
the Thirukkuvil area in Ampara and in the Vakarai area in
Batticaloa. A further five IOM Staff from Colombo arrived
in Trincomalee and Baticaloa to assist the field office staff
in need assessments and aid distribution.
30 December. 3200 mats and sheets were distributed in 4 camps
in northern Vaharai (Batticaloa district) and 4 water pumps
were provided to the Divisional Secretary (DS).
Cooking utensils, shelter, medicine, toilet facilities and
sustainable drinking water (pumps provided to clean wells
and work is in progress but not yet completed) is urgently
needed for the camps in the Batticaloa district (Vaharai camps).

Temporary shelters for 26 families were
completed in Onthachimadam, Kaluwanchikudy DS divisions. A further
46 shelters are still under construction in the division.
Various improvements were made to 12 transitional accommodations
completed on a site Vatavan, Vihara DS Division. Construction
of a further 116 transitional accommodations is in the initial
stage.
A community centre to be used for health and sanitation training
sessions counselling and various other proposals was constructed
on site.
Made a recreational area which includes a football pitch, volleyball
and badminton group.
At Vattavan IDP camp which homes 142 families IOM arranged the
established of a community based organization to represent the
IDP Community in discussions and decisions on various issues
covering the camp and the residents.
IOM raised a notice board displaying information on IOM activities
in the camp and various information posters.
Currently committed to constructing 2710 transitional shelters
within the next 6 months.
150 family tents were released from customs for distribution.
One lorry transported mosquito nets.
3 lorries transported relief items, 2 lorries carrying bottled
water were dispatched.
Psycho-social
With the help of a local scouts group, IOM arranged an evening
with campfire and engaged in activities.

IOM procured and distributed 322 family tents. 25 big community
tents to be used as community centres, pre-schools, health
centres etc. have been distributed.In addition, IOM transported
and distributed 98 family tents on behalf of the Centre for
National Operations (CNO) in the immediate aftermath of the
tsunami.
Temporary Schools
IOM has constructed 2 temporary buildings to be used
as schools.Two IOM community tents were raised in Kattankudy
DS division to be used as pre-schools.Construction of two
temporary buildings to be used as pre-schools was completed
in Kattankudy DS division.
Temporary Shelter·
To date construction of 105 temporary shelters has been completed.·
Construction of 28 temporary shelters is in the final stages.·
Temporary shelters for 40 families are in the final stages
of construction in Onthachimadam, Kaluwanchikudy DS division.
Transitional Accommodation·
The first loads of cement and timber was expedited and received
by Batticaloa field offices. Each field office will initially
receive materials sufficient to construct 100 transitional
accommodations and then continue to receive materials as required.·
2 transitional accommodation units were completed in Vatavan,
Vaharai DS division. 14 locally designed transitional accommodations
have been completed on a site in Vatavan, Batticaloa district.
Furthermore, IOM constructed a community centre, a 400m long
gravel road and a recreational area on the site. IOM is in
the preparation stages to build an additional 116 units on
the site. Construction is planned to commence this week.·
IOM completed an assessment of transitional accommodation
needs in two camps in Kattankudy DS division. The findings
were submitted to the Divisional Secretary. · IOM currently
envisages constructing 1,314 transitional accommodation units.
Figures are preliminary and subject to change according to
additional requests and land availability.
Psychosocial Activities
An IOM sponsored Danish acrobat provided participatory activities
and entertainment in three IOM supported camps in Batticaloa
district as a psychosocial intervention.One was raised in
Kaluwanchikudy DS division to be used as a mobile health clinic
by the Sri Lankan Red Cross. IOM officers conducted health
and sanitation workshops in the IOM supported IDP camp in
Vattavan. |

Two community tents and two family tents were raised in Palchenai, Vaharai DS division to be used as pre-school, storage place and IOM office in the camp. Construction of a temporary pre-school was completed in Kaluwanchikudy DS division.
25 temporary shelters were completed in Onthachimadam DS division. A total of 126 temporary shelters have been built in the division.
Purchased and distributed stationery and various sports items like footballs, volleyballs and nets to different camps in the district.

| Transitional Accommodation
A transitional accommodation model is under construction in Katankudy DS division.
IOM is committed to providing transitional housing for 270 families in the division (140 at Fared Nager and 130 at Rizvi Nager).
Five families are in need of relocation while the remaining accommodation will be constructed on people's own land.
115 sites still need clearing while 150 are ready for construction to commence.
IOM is continuously consulting with the beneficiaries to ensure full participation and feedback from the future residents.
Site clearing by ACTED and IOM is underway in Panichenkerny, Vaharai DS division. IOM is committed to constructing 457 transitional accommodation units in the division.
332 transitional accommodations will be constructed on people's own lands. 144 families need relocating.
Construction of transitional accommodation for 145 families needing relocation is in the initial stages on a site in Vatavan, Vaharai DS division. The site has been cleared, site design is in progress, materials are arriving on site and IOM is currently identifying suitable sub-contractors. IOM previously completed 14 transitional accommodation units on the site.

Psychological – Social Activities
IOM in Batticaloa district organized a performance with a magician in Onthachimadam IDP camp, Kaluwanchikudy DS division. Also, IOM staff is involved in organizing and coordinating an upcoming children's festival in the district. One IOM staff was elected a festival committee member
Public information:
An American ABC film crew from “Night Line” visited Batticaloa district from 24-26 March. The team was looked after by IOM field staff who provided escort to IOM supported IDP camps where they filmed and interviewed residents. An IOM operations/camp management officer was interviewed about life in the camps

Objective of the day was to deliver
immediate basic needs to the Thirukkovil hospital and make
sure that medical supplies and relief aid reached the area
(Thirukkovil to Komari).
We delivered mosquito nets and bed sheets for the women’s
ward at the Thirukkovil hospital and some dry rations including
canned fish. We also coordinated and followed up the delivery
of medicines to Thirukkovil from the Ampara drug storage (Health
ministry). As the truck carrying the medicine wanted support
in case of trouble on the rough road.
We delivered more biscuits, water, milk, bed sheets, toys,
feeding bottles, cups and small baby mattress for the 20 day
old infant. |

By mid Feb 210 SLRC volunteers had received training course
on public health awareness. Which afterwards they had been

of Jan a 30-member medical team of the Italian Red Cross has
set up a field clinic in Vakarai.4 mobile health units are
deployed to villages around Vakarai to improve health care
access for the rural population.
Water and Sanitation
Has improved the water supply of the Batticoloa General Teaching
Hospital, Kallar Hospital and Paleemenmade Hospital. 4 ICRC
teams have strated to clean wells in the areas of Arirthakali,
Seelanmunai, & Periyanppodai-All located in the Manumai
North. Provided the National Water Supply and Drainage Board
with transportation – 12 chlorine/ PH test kits.A water
engineer team attached to the Italian Red Cross medical team
has installed a water purification plant in the Batticoloa
branch of the SLRC. |

* 250 SLRCS volunteers received a training course on public health awareness.
*Following the completion of the course, those volunteers have been working in 32 camps for displaced families to raise health awareness and to encourage use of the latrines as a measure to prevent the spread of communicable diseases.
*The ICRC has also provided medical supplies (including antibiotics and dressing material) to the Batticaloa General Teaching Hospital.
* Since end of January, a 30-member medical team of the Italian Red Cross has set up a field clinic in Vakarai, which offers paediatrics, gynaecology, basic health care and emergency care. The team currently counts up to 80 consultations a day
* Four mobile health units are deployed to villages around Vakarai to improve health care access for the rural population.
Water & sanitation
*The ICRC is upgrading the water supply of the Batticaloa General Teaching Hospital, Kallar Hospital and Paleemenmadu Hospital .
* In Paleemenmadu, the drinking water supply has been secured with a new distribution system to wards, staff quarters and dispensary for the outpatient department.
* At the Batticaloa Teaching Hospital, the ICRC is assisting the authorities to build a shelter to protect the reverse osmosis plant, which serves to decrease salinity of the water coming from the well. The same assistance has been provided in Kallar, where the ICRC also is installing a pipe network.
* In Batticaloa, the ICRC provided the National Water Supply and Drainage Board with transportation, 12 chlorine / PH test kits and reagents. Works to rehabilitate latrines at the Vigneswara Vidyalayam School (Manumai North) is nearing cmpletion.
* A water engineer team attached to the Italian Red Cross medical team has installed a water purification plant with a production capacity of 40,000 litres per day.
* The French Red Cross Mobile water treatment plant at Kaluthavalai produces 100 cubic metres of clean water per day.
* Cleaned 67 wells in Batticaloa District bringing the total to over 600 first phase cleanings completed so far.
Shelter
*The ICRC with assistance from the German Red Cross is contributing to the construction of the Thiramadu permanent resettlement site in the Manumai North Division by organizing site preparation, the construction of the access road and by undertaking a hydrological survey of the area to determine permanent water sources for the site.
* In Vakarai, the ICRC has distributed 480 tents to families who lost their homes during the tsunami disaster. Earlier, nearly 500 tarpaulin plastic sheets were provided to families in Vakarai, Panichankerny, Uriankattu, Kirimichchai, Mankerni, Vattavan and Cobra Junction.
* The Swiss Red Cross signed a contract with the Urban Development Authority in Colombo , assigning them 200 houses to be built in Thiraymadu, Batticaloa town.
Assistance
With the help of volunteers from the Sri Lanka Red Cross Society, the ICRC delivered almost 6000 family parcels containing essential household items, such as floor mats, bed sheets, towels, soap, buckets, cups, plates, and bowls.
* Of these, 1550 family parcels went to welfare centres located in Vakarai, 1536 to Vallechennai, 1423 to Batticaloa town, 660 to Kote Kallar, 343 to Kattankudy, 170 to Karuvankerny, 135 to Vinaygapuram, 67 to Santhivelly, 30 in Kaluda and 10 in Wembo. The ICRC also distributed 288 lanterns as well as cooking pots for community kitchens.
* The Swiss Red Cross in collaboration with the ICRC has distributed 4,000 hygiene kits to families in the area and another 3,000 kits will be distributed shortly. |
