of work clearing debris between 21 January and 3 February.
In the past week, between 62 and 76 people participated in
coastal clearing every day in Pothuvil and Thirrukovil.
Continued to deliver water in four water bowsers to . From
19 January – 3 February, CARE has delivered 630,900
liters of water to Thirukkovil, Kalmunai, and Pothuvil DS
divisions.
Coordinated meetings on the divisional level to better coordinate
the rehabilitation initiatives of the multitude of NGOs /
INGOs in Ampara, with the first meetings held in Thirrukovil
and Pothuvil on Thursday and Monday respectively.

| CARE has
continued its Cash-for-Work program, contributing 473 person-days
of work over the last week. Between 63 and 159 people participated
in coastal clearing every day in Pothuvil, Thirrukovil, and
Kalmunai. CARE began Cash-for-Work activities in two new villages
this week: Periyaneelavanai in Kalmunai and P. Central College
in Pothuvil.
CARE has continued to deliver water in four water bowsers
to Thirukkovil, Kalmunai, and Pothuvil DS divisions. In the
last week, CARE has delivered 556,200 liters of water. Because
of the hartal, CARE was only able to deliver water to one
DS division on 12 February.

CARE has continued to deliver water in four water bowsers

month of February, CARE delivered 2,375,550 liters of water
to 13,016 beneficiaries.

CARE has

significantly increasing the number of villages and people
involved. There are now approximately 1,500 people involved
daily in the Cash for Work activities. Cash for Work activities
now include coastal clearing, garbage removal, and road construction.
Debris clearing has been completed in five villages in Pottuvil
and three villages in Thirukkovil; it is ongoing in 8 villages
in Kalmunai and 2 villages in Pottuvil. In Tirukkovil (Thambatte
I), 1.5 kilometers of road have been reconstructed. Garbage
removal has begun in Pottuvil (Urani) and Tirukkovil (Thambatte
I) DS divisions.

| EDUCATION
• ‘School-in-a-Box’ kits have been distributed
to the most severely affected areas of the country. Each kit
has educational supplies for more than 80 students and 2 teachers
and contains such items as exercise books, pens, crayons,
blackboards, chalk, scissors, tape and school bags. 500 ‘School-in-a-Box’
kits have been distributed to the severely hit areas of Batticaloa,
Ampara, Trincomalee, Mullaitivu, Jaffna, Hambantota, Galle,
Kalutara and Gampaha, providing school supplies to 40,000
children. 3,000 more ‘School-in-a-Box’ kits will
be arriving at the end of the week and will be distributed
on a priority basis, providing supplies for a total of 240,000
children and 6,000 teachers.
• Over 100 schools damaged by the tsunami are being
cleaned and refurbished so that they can open before the end
of January. Rubble is being cleared, minor repairs and white-washing
is being carried out, and latrines and water points are being
established.
• UNICEF and GTZ are working together to provide urgently
needed psychosocial support to children through teachers trained
as counsellors
• Desks and chairs for students of different age groups,
and teachers, are being ordered and made in Colombo and elsewhere
throughout the country. This will boost local employment and
ensure that schools have furniture as soon as possible.
• Uniform fabric has been ordered, cutting arranged
in Colombo, and stitching is being carried out locally so
as to reach children quickly, meet local needs, and contribute
to local employment efforts.
• The construction of temporary schools using locally
sourced materials and voluntary labour is also underway.
HEALTH & NUTRITION
• Within 72 hours emergency health kits containing essential
drugs and equipment capable of servicing up to 150,000 people
for three months were provided to all affected areas.
• UNICEF immediately produced and distributed 200,000
leaflets in both Tamil and Sinhalese with health messages
to mitigate the spread of communicable disease, accident prevention
and safe hygiene practices
• An initial batch of water purification tablets, oral
re-hydration salts and intravenous fluids were distributed
to affected families to help prevent disease outbreaks in
camps.
• 200,000 leaflets have been developed for the protection
and promotion of breastfeeding.
• A nutrition survey has been developed and will be
conducted in affected areas from the beginning of next week
to understand the nutritional status of women and children
and track subsequent changes and the effect of interventions.
• In order to improve referral of emergency cases and
to provide outreach services, 19 double cabs and 7 ambulances
have been ordered for the Ministry of Health.
• Restoration of the Cold Chain through provision of
vaccine carriers, cold boxes, refrigerators and deep freezers
as well as 5 vaccine transport vans and 3 drug/vaccine transport
lorries.
WATER & SANITATION
UNICEF staff were immediately seconded to the water and sanitation
desk at the government’s Centre for National Operations
(CNO) to provide technical assistance for the government’s
response to the crisis. UNICEF is also the lead agency for
coordinating the UN’s water and sanitation response
to the tsunami disaster. Key activities include supporting
the construction of latrines in camps, schools and communities;
providing hand washing facilities and hygiene education, and
constructing bathing facilities in camps.
CHILD PROTECTION & PSYCHOSOCIAL
CARE
The Government of Sri Lanka, UNICEF, Save the Children in
Sri Lanka (SCiSL) and the ILO are working together closely
to ensure that these children remain in safe environments,
protected from violence, exploitation and abuse.
As one of the lead agencies for child protection and psychosocial
care, UNICEF is supporting a national coalition to trace &
care for unaccompanied and separated children; training psychosocial
workers in 10 of the 12 affected districts and is procuring
and distributing recreation kits for temporary camps so that
children can regain a glimmer of normalcy. |

is working with a group of NGOs (Merlin, Oxfam, Terre des
Hommes, Oxfam UK, ACD and Solidarite) to coordinate hygiene
promotion. 400 volunteers are available from the district
health authorities to assist with hygiene promotion in the
schools and community.
UNICEF is also working with the Water Board to prepare a monitoring
system for the 18 water bowsers operating in the district.
UNICEF is awaiting approval for the construction of 67 semi-permanent
classrooms.
The psycho-social core group and the psycho-social forum met
in Kalmunai to develop terms of reference for the family support
workers programme and to plan a two week training programme.

13 water pumps had been distributed in the Thirukkuvil area
in Ampara and in the Vakarai area in Batticaloa. A three-person
team from IOM Sri Lanka arrived in Ampara on 29 December 2004
to begin needs assessment.
31 December. Kerosene pressure lanterns were distributed amongst
five camps in the Thirukkovil area.
31 December. Further relief assistance to Ampara (medicine,
water and milk powder) was dispatched to these areas.
On 31st December 2004, IOM handed over a stock of medicine
including antibiotics to the Thirukkovil hospital in the Amparia
district.

Camp Activities
361 family tents were distributed to IDPs in various divisions.
This raises the total number of tents distributed in the district
to 681.
Temporary shelters for 212 families and 13 temporary buildings
to be used for schools were completed in various DS divisions
in the district. Construction of temporary shelters for 220
families is ongoing.
Nine Camp Management Workshops were held with representatives
of 11 IDP camps in which IOM is providing temporary shelters.
The aim of the workshops is to ensure that IOM shelter sites
remain safe and conducive to healthy human habitation by mobilising
and organising camp residents as the main actors in camp maintenance
Livelihood Development
Conducted PRA workshops with participants from 11 IOM-supported
IDP camps in Ampara district to assess the needs for livelihood
assistance.

Objective of the day
was to deliver immediate basic needs to the Thirukkovil hospital
and make
sure that medical supplies and relief aid reached the area
(Thirukkovil to Komari).
We delivered mosquito nets and bed sheets for the women’s
ward at the Thirukkovil hospital and some dry rations including
canned fish. We also coordinated and followed up the delivery
of medicines to Thirukkovil from the Ampara drug storage (Health
ministry). As the truck carrying the medicine wanted support
in case of trouble on the rough road.
We delivered more biscuits, water, milk, bed sheets, toys,
feeding bottles, cups and small baby mattress for the 20 day
old infant. |

| Relief International |
Relief International
has deployed 15 international personnel to Sri Lanka and is
now hiring local staff. Operations are focused the Ampara
district.
Health: Deployed two medical teams, assessed
health infrastructure of Ampara district, distributed pharmaceutical
materials to patients, clinics and other organizations.
Food: Distributed family packs of food items
to Ampara, including rice, dhal, mung bean, sugar, chili,
curry, soya, tea, salt, canned fish and powdered milk. Made
truck fleet available to other NGOs as well, including RebuildSriLanka.Org
and Sarvodaya. Water: Delivered 30 tons of family-size containers
of drinking water to sites in Ampara region.
Sanitation: Restoration of wells, installation of hand-pumps,
and development of new septic systems is proceeding hand-in-hand
with erection of transitional housing. Additional cash-for-work
latrine,well, and public work projects are in progress.
Shelter: Started erecting angle-iron frame transitional housing
units in Ulle, Ampara.
Livelihoods: Relief International has started a fibreglass
repair shop in southern Ampara, employing local labour to
put fishing boats back into working order.

| Relief International
has been gathering demographic information from welfare camps
in Ampara
Additionally, we are working with the DS in Potuvil and the
Zonal Education Director for Ampara to set up temporary classrooms
for a few schools that were completely wiped out by the tsunami.
Also working with the Zonal Education Director to gather shoe
sizes of students in Ampara District and will be seeking funding
for the distribution of those shoes.
Moreover RI has been collecting data for the number of Montessori
students as a means to providing them with basic drawing and
other educational supplies not necessarily included with other
school kits distributed by other agencies. |

| Kulmunai - IDP camp
hygiene promotion continues with general and latrine cleaning
of 2 camps in Kalmunai. One of these has reverted to its original
use, as IDPs moved to another site, so the facility was returned
in clean condition. Kulmunai malaria control until - a CD
writer was donated on 7 Feb in order to allow them and the
epidemiology unit to back up their files.
Kulmunai public health authorities have received 2,450 bednets
from Merlin to be distributed in three divisions

in Islamabad (312 families) IDP camp and in Periyaneelvanai
(766 families) on 24/02/2005

We now
have four boat & engine units (two or three man crew)
operating (Lily, Entalump, Jenny and Janie A) and a further
eleven to be delivered over the next month or so.
One sea tornie (Bunty) that employs 40 fishermen is now fishing.
Another four sea tornies have been given financial assistance
for repairs to boat and nets and one 32' sea tornie being
built.
There are six lagoon tornies (two man crew) ready for delivery
and sixteen to follow over the next two weeks. Another ten
will be ordered soon.
Plans for the construction of a new workshop facility for
servicing outboard engines are being drawn. The building will
stand on land kindly provided by the Association Director
Dr Issadeen the DMO of Pottuvil Hospital.

ADRA Sri
Lanka has proposed a two-phase dental project to meet the
needs of the 80,000 IDPs in the Pottuvil and Thirukkovil areas.
A fully-equipped mobile dental unit will be deployed to the
designated project areas and will provide a range of preventative
and curative dental interventions for the target population.
The second phase of the project will provide dental care for
a 12-month period in the Pottuvil and Thirukkovil areas. ADRA
plans to provide additional services such as dental health
education, emergency, curative and preventative dental care.
